§ Mr. ACLANDI have no information as to the existence of such a state of things as that referred to by the hon. Member, either as regards the cause or the effects attributed to it, but I am not sure that I understand exactly what the hon. Member's question is intended to convey. If 1374 by financial boycott he refers to a reluctance to make loans, I would point out that we can hardly complain of French financiers for not making loans, which British or other financiers are not prepared to undertake.
