In the absence of the Prime Minister, may I ask the right hon. Gentleman (Mr. Harcourt) a question of which I have given private notice, namely, whether, if no opportunity occurs to discuss the matter of the Wick Election during the Debate on the Address, he will give an early opportunity to enable the House of Commons to be put in full possession of the facts relating to the speech of the hon. Member for Dumfries Burghs (Mr. Gulland) on the occasion of the by-election in Wick Burghs?
