§ The PARLIAMENTARY SECRETARY to the BOARD of EDUCATION (Dr. Addison)I see no reason for issuing a special Circular on this subject at the present moment as local education authorities are, I believe, fully alive to the importance of meeting distress if it arises, not only in this way, but in any direction they can.
