§ Mr. STARKEYI beg to ask whether, as many old soldiers anxious to offer their services are deterred from doing so because their homes might be broken up in their absence, owing to non-payment of rent, the Government will under these circumstances guarantee the rent, wholly or partly, in cases approved by the local authorities?
