This Bill is a Bill of some importance. Unfortunately, the message from the other House did not reach this House last night in time for it to be put upon the Paper. I hope that in the circumstances the House will agree that the Bill should be passed through its various stages without delay. I propose, therefore, to move that the Bill be read a second time, and that it be considered and read the third time.

Motion made, and Question, "That the Bill be now read a second time," put, and agreed to.

May I ask whether this is a Water Bill, and if it is for extensive works, whether care has been taken to see that housing and hospital accommodation is arranged?
