§ The CHAIRMAN of WAYS and MEANS (Mr. Whitley)This Bill is a Bill of some importance. Unfortunately, the message from the other House did not reach this House last night in time for it to be put upon the Paper. I hope that in the circumstances the House will agree that the Bill should be passed through its various stages without delay. I propose, therefore, to move that the Bill be read a second time, and that it be considered and read the third time.
