asked the Postmaster-General how many assistant clerks are serving in the London telephone service, and how many of them have been recommended for promotion; whether it is his intention only to promote them after examination; and whether he is aware that the Royal Commission on the Civil Service has recommended that when a clerk of the junior clerical class is selected for promotion to the senior class he should not be subjected to any examination, whether competitive or qualifying.
