May I ask the Prime Minister if he is ever going to move the new Standing Order as promised?

The PRIME MINISTER

I have tried to do so a great many times, but have been defeated by circumstances.

Lord ROBERT CECIL

I understood yesterday there was an undertaking to put it down as the first Order of the day on a very early day.

The PRIME MINISTER

And so I will put it down.

Lord ROBERT CECIL

Could it not be taken next Tuesday?

The PRIME MINISTER

I will consider that.

In view of the fact that all parties are agreed on the Standing Order, is it necessary to have any long discussion? Will the Prime Minister consider the desirability of suspending the Eleven o'clock Rule, so that those who want to make long speeches about it can do it at their leisure?

The PRIME MINISTER

It is not a very attractive prospect. I am as anxious as anybody can be that the Resolution shall be taken, and I will put it down as early as possible.
