asked the Secretary of State for Foreign Affairs whether the Foreign Office is according diplomatic support to any particular Anglo-German group which has approached or which may approach the Turkish Government for con cessions in connection with the Mesopotamian oil fields; and whether the Turkish Government has entire liberty of action to grant such concessions as it may think best so far as Great Britain is concerned?

I cannot make any statement while negotiations are proceeding, except that the Ottoman Government incurred several years ago certain obligations, to which I have every reason to believe they will adhere.
