HALL (Dulwich)asked the Under-Secretary of State for War if he will state by whose instructions a circular was recently issued to the officers and men of the 9th Battalion Highland Light Infantry asking for the names of those who would be willing to. be enrolled as special constables to defend the battalion headquarters and the Patterton magazine; what were the circumstances which made this step necessary; and whether, having regard to the conditions of their service, it was open to those concerned to have refused this duty?
