asked if the Commissioners of National Education have yet fully considered the question of awarding higher-grade certificates to national teachers of exceptional ability and training; when they propose to issue those certificates; how many national teachers have made application for them; and whether it is proposed to grant a bonus or other monetary consideration to the successful applicants?

Mr. BIRRELL

The question as to the award of higher certificates to teachers of marked ability is under the consideration of the Commissioners of National Education. The date of the issue of the certificates cannot be stated at present. About fifty applications for these certificates are before the Commissioners. It is not proposed to grant a bonus or other monetary consideration to the successful applicants, but the holding of such a certificate would have due weight with the Commissioners when considering the advancement of a teacher to a higher grade or promotion to the rank of inspector.
