GREYThe drafts submitted to us by the Government of the United States are those of treaties signed between them and one or two other States, but I believe they have not been published by any of the States concerned, and I cannot therefore make them public. But I may add that one of the drafts submitted to us by the United States appears to be generally 1323 acceptable; one or two Amendments would be required to meet the case of the self-governing Dominions, and these are now under consideration in consultation with the Colonial Office.
