asked the Secretary of State for Foreign Affairs if he is now in a position to state whether he can lay before the House the terms of the draft treaty of arbitration between the United States of America and this country?

The drafts submitted to us by the Government of the United States are those of treaties signed between them and one or two other States, but I believe they have not been published by any of the States concerned, and I cannot therefore make them public. But I may add that one of the drafts submitted to us by the United States appears to be generally acceptable; one or two Amendments would be required to meet the case of the self-governing Dominions, and these are now under consideration in consultation with the Colonial Office.
