§ Mr. ACLANDThe original proposal of the French Government was to reduce the margin of error from 5 per cent to 1 per cent., but this was subsequently modified, and the margin is fixed at 3 per cent. by the Budget Bill adopted by the French Chamber of Deputies on 23rd March last.
