asked the First Lord of the Admiralty whether the concluding paragraph of the reissued regulations for the entry of assistant clerks in the Royal Navy, dated April, 1912, superseding the regulations dated April, 1909, had to be inserted in order to warn the parents and guardians of these young officers that their pay on reaching the rank of assistant paymaster would be insufficient to meet the extra expense involved by promotion; and whether he is aware that debt is inevitable should the parents of these young officers have died in the three or four years' interval or be otherwise unable to assist to the amount suggested?

The paragraph in question was inserted in order that parents might be fully apprised of the special expenses which they might be called upon to meet as a result of an officer's promotion to assistant-paymaster.
