Might we have a short explanation of this?

The DEPUTY-CHAIRMAN of WAYS and MEANS (Mr. Maclean)

Under Standing Order 193A it is provided that no Bill originating in this House for confirming a Provisional Order or Provisional Certificate shall be read the first time after Whitsuntide. As my hon. Friend knows Whitsuntide was very early this year, and it is necessary to make this Motion in order to avoid a breach of the Standing Order.

Ordered, That Standing Order 193A be suspended, and the Bill be now read the first time.
