§ Mr. RUNCIMANMr. E. J. Cheney, one of the Assistant Secretaries of the Board, is the officer specially charged with the administration of the live-stock improvement scheme. If, as is probable, expert inspectors are required to supervise the work in the provinces on behalf of the Board, applications from duly qualified persons will be invited by public advertisement.
