I would ask my hon. Friend to reconsider his objection. I understand that the points raised previous to the Second Reading as to the labour question were settled by the hon. Member for Swindon. I do not know whether my hon. Friend will persist in his objection in view of that.

My opposition to this Bill so far has been due to the fact that Standing Order 183a has not been complied with. I should like to know if the Deputy-Chairman of Committees can give me any assurance that the Committee will insist upon the Rules of the House being followed. If so, I should allow the Bill to pass.

Mr. MACLEAN

The promoters of the Bill inform me that they have agreed as to the locality in which the works are to be undertaken, and the magnitude of the works are such that the Standing Order 183a would be properly applicable. I am not in a position to pledge the Unopposed Bill Committee, to which the Bill will probably go, but I think there is little doubt that they will apply the Standing Order to it.
