asked the Secretary for Scotland (1) whether he gave advice to the Crown which resulted in the prerogative of mercy being extended to Arngaard Karl Graves, who was released last December; whether he will on the Scottish Estimates explain and justify that advice; (2) whether A. K. Graves, when released last December, received his passage or passage money to take him to America; and (3) whether Graves has communicated with the Scottish Office since his release last December?
