43. Mr. GOLDSTONE

asked the President of the Board of Education whether, at an interview with a candidate for the post of head master of the Shepperton national school, the chairman of the managers intimated that he wished it to be understood that the successful applicant must be prepared to recognise the right of the vicar to claim the master's services for Church work on Sundays; and, having regard to Article 15 of the Code of Regulations of the Board, whether he will make a full inquiry into the facts of the case?

No information on the matter has reached me. Any teacher appointed to the post is protected by the Clause which, under Article 15 of the Code, must be inserted in the agreement. It is doubtful whether any useful purpose would be served by holding an inquiry, but I am asking the local education authority to let me know if the matter has been brought to their notice.

Will the right hon. Gentleman consider that the whole of Article 15 must be vitiated if this type of questions is put to applicants, and that it is not merely a question of the teacher who has been appointed, but of the Article being vitiated before the appointment if the questions are put during the stage of appointment?

I appreciate the point, but I do not quite see at present what is the remedy.
