HC Deb 17 June 1913 vol 54 cc184-5
3. Sir WILLIAM BYLES

asked the Under-Secretary of State for India whether the policemen convicted in the Poonah torture case have appealed to the Bombay High Court, and, if so, whether the convictions have been confirmed; and whether any comments were made by the Court on the conduct of the police?

The UNDER-SECRETARY of STATE for INDIA (Mr. Montagu)

I have at present received no information.

4. Sir W. BYLES

asked whether the Government of India, in considering what legal measures should be taken to stop the practice by the police of torturing prisoners suspected of crime, have consulted the judges, and, if so, whether the opinions of the judges will be published?

Mr. MONTAGU

The High Courts have been consulted, but the report on the question will not be received here for about a month. I will inquire whether the opinions recorded by the judges can be published.

sir W. BYLES

May I ask if the Indian Government is using resolute measures to put an end to these methods?

Mr. MONTAGU

Certain suggestions have been made by the Government of India to the local government and they have collected information both from the local governments and the High Court.
