Mr. HARCOURTNo, Sir. The "Colonial Office Journal" was started with the permission of one of my predecessors in office; but it has never been an official publication, and on every copy it is stated that the Secretary of State is in no way responsible for the opinions expressed in it. I have no information as to whether it is conducted at a profit or a loss.
