asked the President of the Local Government Board whether he has sanctioned an inquiry into the question of amalgamating the Poor Law Unions of Manchester, South Manchester, and Prestwich; whether he is aware that the Manchester corporation promoted a Bill in 1911 when Part IV., which provided for this amalgamation, was, after a very full hearing, struck out of the Bill by a Committee of the House of Lords; and whether any fresh circumstances have arisen during the last two years which make a new inquiry necessary?

I am aware of what took place in 1911, but it does not seem that the decision of the House of Lords Committee on Part IV. of the Manchester Bill of that year ought to preclude the Local Government Board from directing an inquiry upon the application which has been duly made to them and which they are called upon to determine.
