§ Mr. BURNSI am aware of what took place in 1911, but it does not seem that the decision of the House of Lords Committee on Part IV. of the Manchester Bill of that year ought to preclude the Local Government Board from directing an inquiry upon the application which has been duly made to them and which they are called upon to determine.
