4. Mr. MORRELL

asked the Secretary of State for Foreign Affairs if he can give any information as to the case of Mr. Youritzin, formerly a Russian journalist, who has been living for some years past at Helouan, in Egypt, and whose house on 15th May was raided by the Russian Consul; whether the Russian Consul was accompanied by officers of the Egyptian police; and, if so, whether he had obtained any warrant or other authority from the Government of Egypt for the action that he took; whether any criminal offence was alleged against Mr. Youritzin; and whether His Majesty's Government will cause full inquiries to be made into the circumstances of this case?

I have no information, and unless the action taken is not such as is warranted by the Capitulations, I see no necessity for calling for a report.

Mr. MORRELL

Is a Russian Consul entitled to use the Egyptian prisons as much as he pleases in cases in which no offence is charged?
