asked the Chief Secretary whether he is aware of the recent damage caused by the overflowing of the Rivers Bann and Barrow; whether he is aware of a promise made by the Government in 1907 that the outfall of these important rivers would be improved and the water-level in their tributaries consequently reduced; and whether, in view of the fact that under the terms of the Government of Ireland Bill the powers of borrowing loans from Imperial sources by the Boards of Works will cease, it is the intention of the Government to provide the necessary money from the Development Fund or other non-Irish source?

Everybody knows that there have been floods in the Barrow which have caused much damage, and I have no doubt that the Bann is little better. No such promise as is referred to in the question was ever made. Nothing of any importance can be done for either river without legislation, and the passing of the Home Rule Bill will make no material alteration as to the method by which money must be provided for the purpose.
