asked the Secretary to the Treasury what is the amount of the Special Grant for giving effect to the recommendations of the Report of the Highlands and Islands Medical Service Committee and to provide improved medical and nursing services for those who are not insured under the National Insurance Act; whether this Special Grant is included in the Estimates for 1913–14; and to what authority will be entrusted the duty of administering and allocating the Grant?

Mr. MASTERMAN

A Special Grant of £10,000 has been made for the benefit of insured persons in the Highlands and Islands, and was included in the Supplementary Estimates. The question of making a Grant for uninsured persons and of providing for its administration is under consideration.

Has nothing at all been promised to uninsured persons?

Mr. MASTERMAN

I should think that if a grant were made to them, legislation would be required.
