Mr. MALCOLM

I beg to ask you, Sir, whether the Special Report of the Putumayo Committee to this House, made this morning and characterising the premature disclosure of the findings of that Committee as constituting a breach of the privileges of this House has been received at the Table?

Mr. SPEAKER

No Report has been received.

Mr. MALCOLM

Is it necessary, in order to take notice of that, that it should be laid on the Table of the House?

Mr. SPEAKER

Obviously we cannot discuss a thing which nobody has seen except the hon. Member himself.

Mr. MALCOLM

I must apologise for not having made my meaning clear. The whole Committee has passed this Report of breach of privilege.

Mr. SPEAKER

I know nothing of it. I have not seen it. It has never been presented. I have seen nothing of it yet, even in dummy.
