§ 17. Mr. FREDERICK WHYTEasked whether a Russian subject named Arles has recently been arrested in Egypt; if so, whether the British Consul-General has taken steps to satisfy himself that Arles was not pursuing a legitimate occupation; and whether he can state the character of the alleged offence committed by the prisoner?
§ Mr. ACLANDI would refer the hon. Member to the reply given to the question of the hon. Member for Leicester on this subject, on 29th May and to the statement in the House of Commons of the same date, to which I have nothing to add.
§ Mr. ACLANDI said yesterday that I would convey to the Foreign Secretary the desire expressed that we should find out the actual charge that was made, and I have not yet been able to bring that matter to the notice of my right hon. Friend.
§ Mr. MORRELLIs His Majesty's Government in direct communication with the Russian Government in the matter?
§ Mr. ACLANDNo, Sir. We have no locus standi.
§ Mr. MORRELLIs the hon. Gentleman not aware that there is considerable doubt 874 as to the Capitulations, and the Foreign Secretary's version is by no means accepted by the best authorities?
§ Mr. ACLANDI do not accept that statement at all.
