§ 93. Mr. WATTasked the Secretary for Scotland what is the reason for and what is the object in making retrospective Clause 3 of the Education (Scotland) Bill introduced by the Government this Session?
The SECRETARY for SCOTLAND (Mr. McKinnon Wood)The reason for making the Clause retrospective is that certain school boards are understood to have incurred expenditure for the purpose of medical treatment on an interpretation of Section 6 of the Education (Scotland) Act, 1908, which the Courts have since decided is mistaken.
