§ Mr. ELLIS GRIFFITHI am not sure to what certificate my hon. Friend is referring. If it is a certificate that the candidate has had the five years' practical experience required by the Act, this is not a matter on which approved institutions are required to satisfy themselves before issuing firemen's certificates. If my hon. Friend will communicate to me the particulars of the case he has in mind, I will make inquiry.
