§ Mr. MASTERMANI am not aware of any instance in the courts named of the precise kind specified in the question, but I am advised that where the secretary whose increase of remuneration is in question is at the same time a member of the committee proposing the increase, such increase cannot legally be made in the absence of a specific enabling rule.
