16. Mr. JAMES HOGGE

asked the Secretary for Scotland the number of children in Scotland of school age who have been sent to institutions for defectives by the school boards and are maintained by such school boards out of the school rate for the last complete school year and for the last complete period of ten years, respectively; whether he can state the defects from which such children were suffering; whether any of them were suffering from such grave mental defects as would bring them within classes (a), (b), or (d) of Section 1 of the Mental Deficiency and Lunacy (Scotland) Bill; and whether, if there have been any such children already dealt with, he will give particulars of the same?

It is impossible to give the detailed information asked for, especially for the last ten years, but I may say that at the end of the last school year there were 186 such children in all in the following residential schools:—Biggar Memorial Home School (Glasgow School Board); Kirkintilloch Waverley Park School for Defective and Epileptic Children; Humbie Special School (Edinburgh School Board); Strathblane Children's Home Hospital; and Glasgow East Park Home.

Am I to take it that these children do not come under Class C?

No, I think they would come under that class. At any rate a great part of them would, but I cannot go into details here.
