46. Mr. WHELER

asked the Prime Minister whether he will reconsider his decision not to proceed further with the Hops (No. 2) Bill during the present Session; and whether, if time cannot be found for the discussion of this measure during this Session, the Government will reintroduce the Bill next Session at an early date and give facilities for its discussion in the House of Commons?

The PRIME MINISTER (Mr. Asquith)

I fear the exigencies of Parliamentary business will not allow of reconsideration of the decision. The claims of the Bill will be taken into consideration in determining the business for next Session, but I can give no pledge on the subject.

Mr. WHELER

Owing to the late introduction of the Bill, is it not clear that it had no possible chance of ever being carried into law?

The PRIME MINISTER

No; I hoped to carry it.
