4. A defective subject to be dealt with under this Act otherwise than at the instance of his parent or guardian may be so dealt with—

  1. (a) under an order made by a judicial authority on a petition presented under this Act; or
  2. 192
  3. (b) under an order of a court, in the case of a defective found guilty of a criminal offence or liable to be ordered to be sent to an industrial school; or
  4. (c) under an order of the Secretary of State, in the case of a defective detained in a prison, criminal lunatic asylum, reformatory or industrial school, place of detention, or inebriate reformatory;
but no such order shall be made except in the circumstances and in the manner hereinafter specified.
