Mr. HARCOURTAt present the organisation of the system of Courts of Justice in the adjoining territories of Northern and Southern Nigeria is widely different, and the Governor has made certain recommendations which, if carried 1062 out, would assimilate the systems as far as possible. These proposals are under consideration, but there is no intention to relax in any way the stringency of the limitations under which the death penalty may be imposed.
