§ Mr. MONTAGUA scale of minimum salaries, graduated according to the length of the officers' service, has been sanctioned for three years with retrospective effect from the 1st October, 1912. It supplements, but is not a substitute for, the ordinary system of salaries attached to specific offices: and it is a temporary measure of relief pending the Report of the Royal Commission.
