Mr. KINGasked whether any answer has been returned to that part of the Note from Mr. Knox, United States Secretary of State, on the subject of the Panama Canal, wherein Mr. Knox asks if Great Britain is prepared to join in ratifying the unratified arbitration treaty of 3rd August, 1911, which the United States is prepared to ratify; and, if so, whether the reply can be stated?
