Gentleman proposes to take any action to remove this hardship on the poorest people under the National Insurance Act?
§ Mr. MASTERMANThe Commissioners have made constant inquiries through their inspectors and, while statements of a general nature have reached them from time to time, they have so far been unsuccessful in tracing any well authenticated case where a workman has been required by his employer to stamp his own card as a condition of obtaining employment. If particulars of such a case can be supplied, they will be prepared to take suitable action. A memorandum as to casual labour under the Insurance Act is now in preparation.
