asked whether men and women in casual employment have to pro vide themselves with a stamped card, paying both their own and their employers' contributions themselves, before they can obtain work; and whether the right hon. Gentleman proposes to take any action to remove this hardship on the poorest people under the National Insurance Act?

The Commissioners have made constant inquiries through their inspectors and, while statements of a general nature have reached them from time to time, they have so far been unsuccessful in tracing any well authenticated case where a workman has been required by his employer to stamp his own card as a condition of obtaining employment. If particulars of such a case can be supplied, they will be prepared to take suitable action. A memorandum as to casual labour under the Insurance Act is now in preparation.
