87. Sir PHILIP MAGNUS

asked whether under the convention between the Board of Education and the French and Prussian Ministers of Education, a teacher received into a secondary school as a French or German assistant, for whom a sum of £30 a year is paid by the Board in consideration of the school providing free board and lodging, is required to be insured under the National Insurance Act; and, if so, is it the duty of the school or the Board to pay the insurance contribution?

Mr. MASTERMAN

I understand that there is nothing in the international arrangements referred to which would affect any liability of a school authority to pay contributions under the National Insurance Act in respect of a foreign assistant engaged by the authority in pursuance of these arrangements. The school authority, and not the Board of Education, would be held to be the employer of the teacher for the purposes of the Act.

Will not the teachers referred to require to be insured?

They will be insured, and the school authority will be the employer for the purposes of the Act.
