asked if any steps have been taken by his Department, or any other Department of the Government, to see that the Fair-Wage Clause is given effect to by insurance committees when letting out printing and other work; and if his attention has been called to the action of the committee of Moray and Nairn, which, at the instigation of the Lord Provost of Elgin, deliberately decided to ignore the Fair-Wage Clause in letting out the printing connected with the administration of the National Insurance Act?

Trade unions are represented on insurance committees, and I have received no representations that such an intervention by the Commission is desired in the conduct of the business of the insurance committees, as is suggested in the question. I was not aware of the particular incident referred to in the question until my hon. Friend drew my attention to it, and I will consider whether any action is desirable.
