18. Mr. GINNELL

asked the Chief Secretary why no criminal proceedings have been instituted against any of the persons implicated in the report of Detective-Inspector Kane on his special business in Ireland in 1907?

Mr. BIRRELL

As I have already stated no criminal proceedings were instituted because there was no evidence to justify such proceedings.

Mr. GINNELL

That is not an answer to the question on the Paper. Will the right hon. Gentleman answer the question on the Paper?

Mr. BIRRELL

I think I have.

Mr. GINNELL

Why were no criminal proceedings taken against the persons implicated in this inspector's report?

Mr. BIRRELL

The hon. Member may choose to say that they were implicated; all I can say is there was no evidence to justify the Executive taking any proceedings against any of the persons named.

Mr. GINNELL

May I ask who was the person referred to by Inspector Kane in his evidence before the Hushing Commission that he heard that the theft in this case had been committed by a person residing in the Castle—
