asked the Chancellor of the Exchequer whether he can make arrangements whereby Naval and Army pensioners, on leaving the Service, may obtain a loan from the Government, on the security of their pensions, in order to assist them in starting civilian life?

I have received no representations on the subject from the Departments primarily responsible, and am not at all satisfied that such a scheme, which would require legislation, would be desirable in the interests either of the State or of the man.

The hon. Member's communications might in the first instance be made to the Departments of the Admiralty and the War Office. Whatever representations are made must come first of all through these Departments.
