Mr. GIBBSasked the President of the Board of Trade whether an official refusal has been given to the invitation to participate in the Panama Exhibition at San Francisco; and, if so, the reasons for withholding official recognition; and whether, in view of the importance attached to this exhibition by the American people, the Board will reconsider its decision in this matter?
