Sir JOHN SPEARasked the Prime Minister whether, having regard to the altered conditions of county government since the possing of the Local Government Act, 1888, and the increase in work and expense devolving on these bodies in consequence, he will consider the advisability of appointing a Commission or Committee to report on the effect of the establishment of county boroughs on these councils under the circumstances existing to-day?
