HALLasked the Secretary of State for the Home Department whether, under the existing constitutional law and practice, the remission or modification of sentences passed upon persons convicted of crimes or offences rests with the Crown acting upon the advice of Ministers; and, if so, whether this practice is strictly observed in all cases.
