Mr. MacCALLUM SCOTTasked whether he is aware of the difficulty which is experienced by Indian engineering students in this country in obtaining the necessary practical experience as apprentices in engineering works; whether he is aware that the Japanese Government, in placing contracts with engineering firms in this country, stipulates that every contracting firm shall take a certain number 1168 of Japanese apprentices and afford them facilities for practical experience; and whether the Indian Government has considered the advisability of making a similar rule with regard to contracts for the Indian Government?
