asked the Home Secretary whether his attention has been called to the fact that urban district councils outside the Metropolitan Police area are authorised by law to license hackney carriages, including omnibuses, and are thereby able to control the motor omnibus traffic in regard to the routes to be taken, but that urban district councils if within the said area are denied the same authority; and whether he will consider the advisability of introducing legislation to confer these licensing powers upon all urban district councils?

Mr. McKENNA

I am aware of the difference between the powers of urban district councils outside the Metropolitan Police district and of those inside the district. It has always been thought desirable in these matters to deal with the Metropolis as a whole owing to its special circumstances.
