HC Deb 28 April 1913 vol 52 cc797-8
50. Mr. CASSEL

asked the Prime Minister whether, before deciding to split up the Budget, he had taken into consideration the objections to that course which he himself expressed in November, 1910?

The PRIME MINISTER

As was explained in his Budget speech by my right hon. Friend the Chancellor of the Exchequer, it is proposed to confine the Finance Bill to the renewal of the Income Tax and Tea Duty, and to introduce in addition, as has frequently been done before—e.g., in 1906—a Revenue Bill for the purpose of effecting amendments in the existing law.

Sir GEORGE YOUNGER

May I ask whether, in regard to existing taxation, amendments should be made upon the Finance Bill?

The PRIME MINISTER

Amendments to the Finance Bill are confined to the facts contained in that Bill.

Sir G. YOUNGER

Any amendments of general taxation would come upon the Revenue Bill.

The PRIME MINISTER

Yes.
