Friend the Chancellor of the Exchequer, it is proposed to confine the Finance Bill to the renewal of the Income Tax and Tea Duty, and to introduce in addition, as has frequently been done before—e.g., in 1906—a Revenue Bill for the purpose of effecting amendments in the existing law.
