§ Mr. HERBERT SAMUELThe hon. Member is under a misapprehension, as cheques are accepted at post offices in payment for insurance stamps on certain conditions of guarantee or delay. Cheques are accepted unconditionally in payment of licences because the service or privilege covered by the licence is ear-marked to the licensee and the value of any dishonoured cheque can readily be recouped.
