§ Mr. SPEAKERI was under the impression that the hon. Member had to be present, but I am told by those who think they know better that it is not so. I certainly thought it was otherwise.
§ Mr. A. F. WHYTEIs it not the case that an hon. Member last year attempted to give notice on behalf of another Member in the same way, and was ruled out of order?
