There is upon the Paper an Instruction, in the name of my colleague in the representation of Norwich (Mr. G. H. Roberts), but I understand from the authorities of the House that to move the Instruction would be out of order. Apart from the absence of my hon. Friend, I should be glad to have your ruling whether that Instruction, which seeks to provide that the expenses of the administration of the Order should be cast upon the rates can be moved?

The Instruction would not be in order. This House cannot impose rates.

I understand the President of the Board of Agriculture has certain alterations which he proposes to make in the Bill. Perhaps before we discuss the Second Reading he will tell us if that is so.

I can tell my hon. Friend that the proposed modifications have been discussed with the representatives for Norwich, and I "will indicate the changes we are prepared to make in this Provisional Order. We propose: (a) To provide for a 3d. day licence for rods in addition to the scale in Clause 5 (4) of 6d. for a week of seven days and 1s. for any longer period. (This is to meet the case of the occasional angler.) We propose further: (b) To exempt Lake Lotting and Lowestoft Harbour from the operation of the Order by excluding them from the fishery districts, and (c) In the form of the following Clause, we are prepared to make a change so that it shall read: "This Order shall not apply to Oulton Broad unless and until the Board of Agriculture and Fisheries are satisfied that the application of the Order thereto has become desirable, and so direct after holding a local inquiry and considering any objection presented to them." Finally, we proposed to limit the operation of the Order to ten years. I hope these modifications will meet the objections that have been raised, and that the House will give the Order a Second Reading.
