asked whether the "New Zealand" battle cruiser, is considered to be additional to, and not in relief of, the programme of construction laid down by him when introducing the Naval Estimates?

The FIRST LORD of the ADMIRALTY (Mr. Churchill)

The retention of the "New Zealand," battle cruiser, in home waters constitutes an addition to the Home Fleet; and it does not in any way modify the forecasts which I have given to the House of new construction.

Mr. LEE

Are we to understand that the programme of construction which was forecasted by the First Lord of the Admiralty will be maintained by the Home Secretary regardless of any contribution that may be made by the Dominion?

Mr. CHURCHILL

I made a very full statement of the Naval programme and I prefer not to add to it in question and answer. I am not assenting or dissenting.

Mr. BURGOYNE

Is the right hon. Gentleman going to be influenced in any way by this addition to our home squadron?

Mr. CHURCHILL

If I remember rightly the New Zealand cruiser was agreed to by the Government of the Dominion before I made the statement to the House with the forecast of Naval construction of the country.

Mr. BURGOYNE

Is the right hon. Gentleman aware that the present Agent-General, who was Prime Minister at the time the loan was agreed to, stated within the last few days that it was given on the understanding that it should be in addition to and not in lieu of other ships?

Mr. CHURCHILL

If the right hon. Gentleman will consider what I have said he will see that I have answered the question. Of course, it is in addition.
